Project Context and Scope
Since 2015, more than 30 per cent of Ni-Vanuatu citizens have experienced temporary or protracted displacement due to disasters. Vanuatu's approximately 300,000 people (Vanuatu Bureau of Statistics, 2020) spread across 83 islands are exposed to cyclones, tsunami, volcanic eruptions, ashfalls, earthquakes, mudslides, flooding and drought. As the frequency and intensity of extreme weather events increases due to climate change, disasters pose a primary threat to Vanuatu's national security and human development.
Tropical Cyclones (TC) Judy and Kevin (both of Category 4 intensity) made landfall over Vanuatu on 1 and 3 March 2023. TC Judy and Kevin affected an estimated 24,657 households (123,288 people) with 90 per cent of houses in Shefa and Tafea provinces destroyed or severely damaged. The cumulative impact of compounding events such as previous cyclones (TC Harold), high La Nina rainfall and COVID-19, has had a devastating impact on basic living conditions, access to basic services, livelihoods, and coping capacities. While traditional resilience in Vanuatu is strong, emergency preparedness needs strengthening at all levels - national, provincial, area council and community – particularly in light of intensifying climate change impacts in the Pacific.
In response, the International Organization for Migration (IOM) is implementing a project to support the Vanuatu National Disaster Management Office (NDMO) in strengthening the capacity of national and provincial government institutions, Community Disaster and Climate Change Committees (CDCCCs), Area Councils, faith-based organizations, and community leaders — particularly women leaders — to develop and maintain safe and dignified evacuation arrangements during emergencies.
This builds on the existing work being undertaken by the Displacement and Evacuation Centre Management (DECM) Cluster which brings together key partners to deliver effective multi-sectoral assistance and protection for displaced populations and host communities. It will strengthen and extend the work of the DECM Cluster to provincial and community level, moving towards improved localization of emergency response measures in Vanuatu.
Specifically, the Sef Ples Blong Yumi Phase 2 project funded by the Government of Australia’s Department of Foreign Affairs and Trade (DFAT), implemented by the National Disaster Management Office, Vanuatu in collaboration with the International Organization for Migration, supports the Government of Vanuatu to strengthen disaster preparedness, coordination, and evacuation centre management across multiple hazards. The project focuses on strengthening the DECM Cluster’s coordination capacity, updating and rolling out the National Evacuation Centre Management Guidelines (NECMG) and Evacuation Toolbox / Training Materials, improving information management systems, and supporting preparedness at national, provincial, and Area Council levels.
The Objective of the project is:
To contribute to the protection and resilience of people at risk of displacement in Vanuatu by supporting the Government of Vanuatu to strengthen disaster preparedness and evacuation procedures.
The project will update and finalize the National Evacuation Centre Management Guidelines (NECMG) and developing the Evacuations Toolbox / Training Materials for Provinces, Area Councils, faith-based groups and communities to strengthen:
- National, provincial and area council-level coordination of evacuations.
- Capacity of communities, CDCCCs, faith-based groups to manage and lead their own community-based evacuations in ways that both draws on traditional knowledge about evacuations and increases protections for vulnerable groups, especially women, children, older people and people with disability.
The Outcomes and Outputs of this project are the following:
Outcome 1: Government, faith-based groups and communities have enhanced capacity to coordinate, develop, maintain and monitor safe, dignified evacuation accommodation in emergencies.
Output 1.1: Improved information management at national and provincial level to deliver effective multi-sectoral assistance and protection for displaced populations and host communities in sudden-onset emergencies.
Output 1.2: Improved coordination at national and provincial level to deliver effective multi-sectoral assistance and protection for displaced populations and host communities in emergencies.
Output 1.3: Updated National Evacuation Centre Management Guidelines and Evacuations Toolbox for Provinces, Area Councils, faith-based groups and communities to support evacuation preparedness as well as strengthen community-based management of evacuations.
Output 1.4: Roll out of Evacuations Toolbox training for national trainers, Provinces, Area Councils, faith-based groups and communities to support evacuation preparedness as well as strengthen community-based management of evacuations.
