Duties and Responsibilities
In 2025, the Passenger and Cargo Control Programme (PCCP) was established by merging the UNODC WCO Container Control Programme (CCP) with the INTERPOL WCO Airport Communication Programme (AIRCOP). The programme’s objective is to improve the capacity of Member States and their law enforcement agencies active at air, sea and land borders, to disrupt illicit flows of containers, cargo and mail, intercept high-risk passengers and identify victims of trafficking, while facilitating legitimate trade and the movement of people. PCCP builds high-risk cargo and passengers risk assessment, identification and inspection capacities through establishment of nationally owned Port Control Units (PCUs), Air Control Units (ACUs) and Land Control Units (LCUs), staffed by customs, police, and other law enforcement officers. The programme is rolled out in multiple phases from initial technical needs assessments, through establishment of specialist units, to training and ongoing operational support, with a strong emphasis on intelligence-sharing and interagency cooperation at both national and international levels. In the Middle East and North Africa (MENA) region, PCCP operates in Algeria, Egypt, Iraq, Lebanon, Libya, Jordan, Tunisia, Morocco, Syria, and Yemen. The portfolio is supported by a diverse donor base, including an extended German-funded project supporting PCCP implementation in Lebanon. Sustaining and expanding this portfolio requires coordinated donor engagement, technically sound funding proposals aligned with implementation priorities, and regular donor reporting at the regional level. In parallel, PCCP is strengthening the gender-responsiveness of its programming, including through a gender assessment of activities in Lebanon, to ensure interventions are inclusive and aligned with donor expectations on gender mainstreaming. The assignment will be carried out under the framework of the PCCP and will serve to maximize funding opportunities for the implementation and maintenance of PCUs/ACUs/LCUs and delivery of specialized trainings, while providing technical and advisory support for donor reporting, resource mobilization, and gender-responsive programming at the regional level. The purpose of the assignment is to design and align funding proposals and concept notes for the PCCP MENA portfolio with implementation priorities, results-based design, and monitoring frameworks, in order to sustain and expand PCCP activities, particularly in the MENA region. The assignment includes leading the technical design of the Lebanon gender-responsive assessment methodology and integrating assessment findings into programme planning and gender mainstreaming efforts, in coordination with a Lebanon-based gender expert responsible for data collection and contextual/sensitivity guidance, as part of the German-funded project in Lebanon. It also includes determining the content and framing of donor reports and fundraising documentation for the MENA portfolio, ensuring alignment with donor priorities and results-based reporting requirements. In the current phase of the programme, the assignment provides technical and advisory support to PCCP resource mobilization and donor engagement, complemented by operational and drafting support for the implementation of activities in Lebanon and other MENA countries, in coordination with field-based Project Officers and national counterparts.
Under the supervision of the Regional Programme Coordinator for the MENA region, the consultant will:
- Determine the programmatic and technical content of funding proposals across the PCCP MENA portfolio, under authority of the PCCP Regional Coordinator, ensuring alignment of implementation priorities with technical components, results-based design, and monitoring frameworks, including performance indicators.
- Lead the technical design of the Lebanon gender-responsive mapping methodology and integrate assessment findings into programme planning and gender mainstreaming efforts, in coordination with a Lebanon-based gender expert responsible for data collection and contextual/sensitivity guidance.
- Draft and determine the content and framing of donor reports and fundraising documents for the PCCP MENA portfolio, aligned with donor priorities and results-based reporting requirements, under authority of the PCCP Regional Coordinator.
- Provide operational and drafting support for the implementation of PCCP activities addressing illicit trafficking and supply chain security in Lebanon and other MENA countries, including preparation of activity documentation and reporting inputs, in coordination with the relevant Project Officer(s) and national counterparts. All tasks will be completed in close cooperation with the Head of PCCP and UNODC Headquarters in Vienna (DO/BMB) and MENA
