The SLCP Finance Consultant will support the Ministry of Environment and Climate Change and the Stockholm Environment Institute (SEI) by developing the financing strategy for the National SLCP Action Plan (Clean Air and Climate Action Plan). S/he will work together with the project team to:
- Identify compatible financing sources and instruments: Identify funding sources and financing instruments compatible with the mitigation measures outlined in the Plan.
- Map existing resources and gaps: Map existing or committed resources—including funding source, amount, supported action/measure, and responsible institution—and identify financing gaps. Resources mapped should include national budgets, multilateral development bank projects, and national financing institutions projects.
- Analyze key financing mechanisms: Analyze key financing mechanisms, including their requirements, eligibility criteria, conditions, and access possibilities.
- Articulate the strategy: Articulate this information into a cohesive financing strategy to support the implementation of the Plan.
- Engage with strategic stakeholders: Dialogue with key ministries, financial institutions, donors, multilateral organizations, private sector actors, and other relevant stakeholders to validate financial data, map previously accessed funds (including amount, source, target action, and managing entity), and identify strategic pathways to secure funding for implementation.
- Elaborate and finalize the Finance Strategy: Elaborate and finalize the Finance Strategy for seamless incorporation as a complementary report to the Clean Air and Climate Action Plan, ensuring it meets the expectations of the Ministry of Environment and Climate Change (MMA) and is fully aligned for endorsement at a high political level.
The CCAC National Finance Consultant will work in close collaboration with the CCAC Secretariat team, focal points at the Ministry of Environment and Climate Change, and SEI.

Duties and Responsibilities
The UNEP-convened Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information about the CCAC is here: www.ccacoalition.org. As of October 2023, the CCAC is providing secretariat services to the Global Methane Pledge. More information about the Global Methane Pledge is here: www.globalmethanepledge.org
The United Nations Environment Programme (UNEP) hosts the Secretariat at the Industry & Economy Division in Paris.
Brazil joined the Climate and Clean Air Coalition in 2023 and the Ministry of Environment and Climate Change (MMA) submitted a request for support in developing a National Action Plan to Reduce Short-Lived Climate Pollutants (Project BR-23-001). The Stockholm Environment Institute (SEI) was selected as the implementing partner to provide this support, which was launched in December 2024. The project aims to develop a National SLCP Action Plan for Brazil, identifying actionable mitigation measures, implementation pathways (including sub-national scaling), tracking mechanisms, and recommendations for integrating SLCPs into key national policies, such as the Climate Plan and Brazil's updated Nationally Determined Contribution (NDC).
To ensure the Action Plan is realistic and implementable, the project requires a specialized national Technical Consultant in Financing Strategy. The consultant will be responsible for developing the financing framework of the Plan, including mapping existing funds, identifying funding gaps, evaluating suitable financing instruments, engaging key financial stakeholders, and formulating an actionable “Finance Strategy” to enable the execution of SLCP mitigation actions in Brazil.

Objectives
- Develop a clear, actionable, and politically aligned Financing Strategy for the implementation of Brazil's National Short-Lived Climate Pollutant Action Plan (Clean Air and Climate Action Plan).
- Identify and map compatible funding sources, financing mechanisms, and existing committed resources to support the mitigation actions outlined in the Plan.
- Engage with key ministries, financial institutions, donor agencies, and sector stakeholders to validate financial data and identify resource mobilization pathways.
Output expectations
The Finance Strategy will form an important part of the National Clean Air and Climate Action Plan that is likely to be published as a complementary strategy after the Plan is published. It will review the mitigation measures prioritized in the Plan and outline viable financing options for their implementation.
Specifically, the Finance Strategy aims to:
- Provide a structured combination of funding pathways: Identify a clear, feasible mix of national public finance, private sector investment, multilateral development banks, climate finance, carbon market mechanisms, and philanthropic sources to accelerate the implementation of prioritized SLCP mitigation actions.
- Ensure systemic alignment: Maintain full consistency and integration with other core implementation components of the Plan, including governance structures, technical capacity, regulatory frameworks, and communication strategies.
- Respond to institutional priorities: Ensure all strategic pathways respond directly to the expectations and strategic directions of the Ministry of Environment and Climate Change (MMA).
