1. Background and Justification

The World Health Organization (WHO), through its Emergencies Preparedness and Response (EPR) Programme, supports Member States in preparing for, detecting, responding to, and recovering from disease outbreaks and other public health emergencies.

Operations Support and Logistics (OSL) plays a critical role in ensuring the timely availability and movement of supplies, equipment, and other operational resources required to support emergency preparedness and response activities.

The WHO Nairobi warehouse requires dedicated transportation support to facilitate the movement of personnel, supplies, equipment, and other operational materials associated with warehouse operations and logistics activities. Increasing operational demands necessitate the engagement of a dedicated driver to ensure the timely, safe, and efficient execution of transport-related tasks.

The recruitment of a Driver under a Special Service Agreement (SSA) for an initial period of six months will strengthen transportation capacity, enhance operational efficiency, and support the continuity of OSL activities at the Nairobi Duty Station.

2. Purpose of the Position

The purpose of this assignment is to provide reliable, safe, and timely transportation services in support of OSL warehouse operations and logistics activities at the WHO Nairobi Duty Station.

Under the supervision of the designated OSL supervisor, the incumbent will transport authorized personnel, supplies, equipment, and other operational materials to designated locations, maintain assigned vehicles in good working condition, and ensure compliance with applicable road safety requirements and WHO procedures.

  4. Vehicle Inspection and Maintenance: Conduct routine checks of assigned vehicles, including engine oil, coolant, battery, brakes, tyres, lights, and other essential components, to ensure roadworthiness and operational reliability.
  5. Vehicle Servicing and Repairs: Identify and report mechanical defects, undertake minor maintenance where appropriate, and coordinate routine servicing and necessary repairs through authorized service providers.
  6. Vehicle Cleanliness and Safety: Ensure that assigned vehicles are clean, secure, properly maintained, and equipped with the necessary safety items.
  7. Trip and Fuel Records: Maintain accurate vehicle logbooks and records of official trips, mileage, fuel consumption, servicing, repairs, and other vehicle-related activities in accordance with applicable procedures.
  8. Safe Handling and Delivery of Materials: Exercise due care when transporting supplies, equipment, and other operational materials, ensuring their safe handling, security, and delivery to the designated recipients or locations.
  9. Compliance with Regulations: Observe national traffic laws, road safety requirements, and applicable WHO procedures governing the use of official vehicles and transportation of operational materials.
  10. Accident and Incident Reporting: Promptly report vehicle accidents, damage, mechanical defects, and other incidents to the designated supervisor and comply with established reporting procedures.
  11. Transport and Maintenance Advisory Support: Advise the supervisor on vehicle maintenance requirements, road conditions, transport challenges, and other issues that may affect the timely and efficient delivery of logistics services.
