Background

The World Meteorological Organization (WMO) is supporting the strengthening of hydrological and meteorological services, climate services and multi-hazard early warning systems in the Dominican Republic through the Climate Risk and Early Warning System (CREWS) Dominican Republic project. The project engages with the main national stakeholders contributing to climate and warning services (INDOMET, INDRHI, Civil Defense, Emergency Commission Center, and National Geological Services) and other relevant stakeholders. Effective coordination is essential to support institutional ownership, promote collaboration across sectors, facilitate decision-making processes, and ensure the timely implementation of project activities.

Given the need to enhance the operational and institutional capacities of national services, the WMO requires targeted support to conduct an institutional assessment and propose improvements for the reorganization of the national hydrological services (NHS), which is under the National Institute of Water Resources (INDRHI). The approach focuses on optimizing the organizational structure to ensure effective operation, with an emphasis on improving processes and practices related to hydrometeorological data management, monitoring, and forecasting, as well as the development and provision of information to support decision-making.

  • Propose a comprehensive and updated organizational structure of the NHS, including improvement of the institutional framework, roles, and procedures that facilitate effective hydrological information management and services delivery.
  • Formulation of recommendations for the reorganization of hydrological monitoring and forecasting units.
  • Validation of the institutional evaluation with respective authorities appointed by INDRHI in coordination with WMO.

This includes discussion sessions to provide inputs on the institutional evaluation of the NHS and contribute to reviewing their assessment report.

  • Prepare presentations to inform the findings, analysis, results, and recommendations to INDRHI and WMO.

Institutional governance and reporting framework will be provided by WMO coordination team as support for the implementation.

  • Inception Report, including a plan to carry out consultancy, stakeholder mapping, list of projects and status of their contribution to INDHRI and its NHS, main references to be used.
  • Progress Report, status of the current NHS organization, description of user and their requirements, and SWOT matrix.
  • Final Report, completed assessment with proposed institutional NHS’ reorganization and recommendations, validated by the technical INDRHI team appointed to this support this consultancy. This should include a proposed action plan to support the NHS’ reorganization, and the lessons learned.
