Mission and objectives
UNICEF works in more than 190 countries and territories to uphold the rights of every child, everywhere. Guided by the Convention on the Rights of the Child and the Sustainable Development Goals, UNICEF supports efforts to ensure that every child is protected, healthy, educated, and able to reach their full potential. UNICEF places particular emphasis on reaching the most disadvantaged and excluded children and addressing inequalities that limit children's opportunities and outcomes.
In Georgia, UNICEF works with government institutions, academia, civil society organizations, and development partners to support children’s rights and well-being. Through its education programme, UNICEF contributes to strengthening equitable, inclusive, and quality education systems, improving learning opportunities and outcomes for children and young people, and supporting evidence-informed policies and partnerships that help ensure no child is left behind.
Context
The UNICEF Georgia Country Programme for 2026-2030 aims to ensure that every child in Georgia survives, thrives, and learns in a safe environment, protected from violence and poverty. The programme prioritizes health and nutrition, learning and skills development, social policy and child rights monitoring, child protection, and programme effectiveness. It will be implemented through systems strengthening, evidence-driven advocacy, risk-informed programming, and partnerships with national and municipal authorities, civil society, academia, United Nations entities, international financial institutions, and the private sector.
The Country Programme has an indicative budget of US$25.88 million, comprising US$4.28 million in Regular Resources and US$21.6 million in Other Resources that must be mobilized through specific-purpose contributions. Resource mobilization and partnership development are therefore critical enablers of the programme’s results.
The UNICEF Georgia Resource Mobilization and Partnership Strategy 2026–2030 responds to a changing financing environment characterized by declining Official Development Assistance, increasing competition for resources, evolving donor policies, and growing expectations for measurable impact. At the same time, Georgia’s expanding fiscal capacity, municipal budgets, international financial institution investments, private capital markets, and sustainable-finance architecture offer opportunities to mobilize and influence a wider range of resources for children. UNICEF Georgia therefore seeks to move from reactive fundraising towards strategic partnerships, with greater emphasis on diversified and multi-year financing, government and municipal co-financing, engagement with international financial institutions, private-sector and philanthropic partnerships, joint United Nations programmes, and innovative financing opportunities.
Within this context, the Resource Mobilization and Partnerships Associate will provide support to partnership and resource mobilization activities under the guidance of the supervisor and in close collaboration with relevant colleagues. Key responsibilities will include assisting with partner and donor research, maintaining partnership records and tracking tools, supporting the preparation of briefing materials, concept notes and reports, and contributing to the organization of partner engagement activities. The Associate will also support knowledge management and internal coordination efforts to facilitate information sharing and contribute to the effective implementation of the office's Resource Mobilization and Partnership Strategy.
The UN Volunteer will be based on-site at the UNICEF Georgia Country Office in Tbilisi. External counterparts may include accompanying Senior Management in meetings with bilateral and multilateral development partners, including United Nations entities, embassies, international financial institutions, foundations, philanthropic organizations, and other strategic partners. As an entry-level and learning-oriented assignment, the position will not carry independent authority to negotiate, approve, or sign agreements, commit UNICEF resources, or represent UNICEF externally without prior authorization.
