Reporting directly to the Facilities Manager of the entity, serves as principle point of administrative contact and liaison with internal and external Stakeholders. The position will provide leadership and direction, coordinating work of the administrative staff to ensure customer’s expectations are met, costs are controlled. This is a temporary position for replacement of main employee during the maternity leave.</p>\n\n\n<p><strong>Main Duties and Responsibilities:</strong></p>\n\n\n<ul>\n<li>Oversees and administers the day-to-day activities of the office; develops policies, procedures, and systems which ensure productive and efficient administrative operation;</li>\n<li>Provides assistance and support to the Facilities Manager in project planning and management, problem solving, development and execution of stated goals and objectives;</li>\n<li>Supervises the work of employees in supporting roles, including assigning workload and monitoring employee performance;</li>\n<li>Oversees and facilitates resources management and administration procedures and documentation for the principal;</li>\n<li>Performs research and analysis on specific issues, as required, and independently prepares non-routine letters and/or reports, which may be highly sensitive and confidential in nature;</li>\n<li>Serves as the primary point of administrative contact and liaison with other offices, individuals, and institutions on operational matters concerning the campus administration;</li>\n<li>Organizes and facilitates meetings, conferences, and other special events;</li>\n<li>Oversees the operation of office accounts, and plans and monitors expenditures; as appropriate, develops and/or coordinates budgets for the office and associated accounts.</li>\n<li>Provides and/or oversees provision of staff support to the office, to include handling walk-up and phone interactions, maintaining calendars and travel arrangements, screening, analyzing, and responding to incoming correspondence, handling day-to-day problems and situations, and provision of secretarial support;</li>\n<li>Provides assistance in the understanding and interpretation of University policies and procedures, as appropriate, and ensures that office operations are in compliance with policy provisions and standards;</li>\n<li>Oversees and facilitates procurement process and materials management on ground;</li>\n<li>Facilitates processing purchase requests from campus departments/units and channel through Materials Management Department;</li>\n<li>Provides assistance in defining specifications for purchasing equipment/assets and items;</li>\n<li>Provides support to campus departments/units in preparation of procurement plan on ground;</li>\n<li>Attendance in scheduled meetings of MMD to overview outstanding procurement and plans of campus departments/units as per the procurement plan;</li>\n<li>Serves as backup to the Transportation Coordinator and Housekeeping Coordinator in their absence;</li>\n<li>Performs miscellaneous job-related duties as assigned.</li>\n</ul>\n\n\n<p><strong>Required Qualifications and Experience:</strong></p>\n\n\n<ul>\n<li>A minimum of Bachelor’s degree in relevant field;</li>\n<li>2 years of directly related experience directly related to the duties and responsibilities specified AND 1 year of experience managing at least one of the following functional areas: fiscal services, administration and/or human resources; </li>\n<li>Fluent oral and written English and local used language;</li>\n<li>This individual will need to be available on weekends and evenings as the campus is full residential with ongoing activities.</li>\n<li>Strong interpersonal and communication skills and the ability to work effectively with a wide range of information;</li>\n<li>Ability to gather data, compiles information, and prepares reports;</li>\n<li>Records maintenance skills;</li>\n<li>Ability to use independent judgment and to manage and impart confidential information;</li>\n<li>Ability to analyze and solve problems;</li>\n<li>Skill in organizing resources and establishing priorities;</li>\n<li>Ability to lead and train staff;</li>\n<li>Demonstrated ability to maintain confidentiality;</li>\n<li>Word processing and/or data entry skills;</li>\n<li>Knowledge of office management principles and procedures;</li>\n<li>Organizing and coordinating skills;</li>\n<li>Ability to foster a cooperative work environment;</li>\n<li>Effective verbal and written communication skills;</li>\n<li>Knowledge of administrative policies and procedures as applied to public academic institutions.</li>\n</ul>\n\n\n<p><strong>How to Apply</strong></p>\n\n\n<p>Please send a cover letter, CV, and contact information for three references to kg.recruitment@ucentralasia.org by November 9th, 2020.
