The Technical Compliance Manager (Legionella) is a key member of team who provides expert advice and support to the directorate on the control of legionella bacteria. </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\"> </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">The role holder will work with the Head of Technical Compliance and Facilities Management colleagues to ensure the Directorate of Estates & Facilities complies with its duties under the Health & Safety at Work (etc) Act (HASWA) and in particular the duty to control legionella bacteria as stipulated under Regulation 3 of The Management of Health and Safety at Work Regulations and Regulations 6 and 7 of the Control of Substances Hazardous to Health Regulations. </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\"> </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">The main purpose of the role includes to: </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">• Advise on and contribute to the review and improvement of the Legionella Management Plan to ensure continued compliance with legislation, approved codes of practice and best practice guidance. Ensuring any changes are communicated as appropriate. </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">• Lead on the development and review of Estates & Facilities arrangements with respect to legionella bacteria in conjunction with current regulations and guidance. </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">• Develop, implement and undertake efficient review/inspection processes to ensure compliance with the Legionella Management Plan and written control schemes, identify and recommend areas where corrective action is required and ensure action is taken as appropriate. This will include undertaking surveys, inspections and audits for hot and cold-water systems. </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">• Overall lead to ensure all water safety samples are monitored, recorded and results acted on in accordance with internal arrangements and HSE guidance. </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">• To manage and administer the university’s Electronic Water Logbook and ensure that planned preventative maintenance and corrective tasks are configured in line with university and Estates & Facilities policies and procedures. </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\"> </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">To be successful, you will have experience and documented capability of both strategic and operational water hygiene/legionella management across multi-site estates and bring with you a wealth of practical and management experience. </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\"> </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">Ideally, you should be able to think analytically, possess attention to detail, be a confident and persuasive communicator with excellent written English. You are expected to be a strong team player and be able to build beneficial working relationships across all levels of the organisation. The role requires extensive use of IT systems, including, but not limited to Microsoft Excel, Word and Power BI. Finally, you should be able to successfully manage a diverse and busy workload autonomously. </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\"> </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">This post will be offered on an indefinite contract</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">This is a full-time post.</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\"> Key responsibilities</p>\n\n\n<ul>\n<li>\n<p>Support the Head of Technical Compliance to manage legionella across the university. </p>\n</li>\n<li>\n<p>Be appointed as the nominated competent person to manage all aspects of legionella management within Estates & Facilities. </p>\n</li>\n<li>\n<p>Planning: advise and contribute to the review and improvement of the Legionella Management Plan; prepare and review Estates & Facilities arrangements for legionella management; oversee the continual development and utilisation of the electronic legionella logbook; develop and oversee the delivery of bespoke legionella awareness training regime; ensure planning for legionella review assessments. </p>\n</li>\n<li>\n<p>Do: Undertake legionella management reviews (to include physical surveys and inspections); provision of legionella management advice to members of staff, students & King’s contractors; act as facilitator for the Legionella Risk Management Group; carry out investigations in response to legionella related incidents; extract and consolidate compliance remedial work requirements into priority schedules from Legionella Risk Assessments; consult and comment on the feasibility of designs and specifications for projects co-ordinating the appropriate expert response. </p>\n</li>\n<li>\n<p>Check: Act as the overall lead to ensure all water safety samples are monitored recorded and results acted on; monitor and report on the status of the significant findings of legionella risk assessments; assess, review and update the written control schemes; report on completion of routine periodic tasks and inspections; monitor and audit performance PPM reports from CAFM software (Planon), contract KPIs etc to assure compliance and expedite any non-compliant exceptions. </p>\n</li>\n<li>\n<p>Act: Review regulatory changes and current standards of good practice in collaboration and incorporate into university and directorate arrangements; review and improvement planning to feedback into the Legionella Management Plan, preparation of annual reports. </p>\n<p><em>The above list of responsibilities may not be exhaustive, and the post holder will be required to undertake such tasks and responsibilities as may reasonably be expected within the scope and grading of the post. City & Guilds Certificate in Legionella (including Risk Assessment of Water Systems), BOHS (P900, P901, P903 and P904) or equivalent</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">2. Previous experience in the management of water hygiene and application of L8, HSG274 and HTM04-01</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">3. A minimum of 5 years’ experience of completing legionella risk assessments/legionella management audits</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">4. Previous experience sampling and monitoring of hot and cold-water systems to BS8554.</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">5. Experience of electronic water management logbooks and record systems</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">6. Experience of working within or as a consultant to the Higher Education or NHS sectors</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">7. Experience of producing high quality reports and correspondence and giving clear oral reports/presentations.</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">8. Good organisational skills and ability to work to competing deadlines </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\"> </p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\"><strong>Desirable criteria</strong></p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">1. Previous experience of chemical testing of domestic systems treated with biocides e.g. chlorine dioxide.</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">2. Previous experience of closed systems water testing and analysis to BSRIA BG50 and BS 8552</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">3. Familiarity with on site non-potable water systems (specifically rainwater harvesting plant)</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">4. NEBOSH National General Certificate or equivalent</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">5. Have a working knowledge of: -</p>\n\n\n<p style=\"margin-bottom: 20px; font-family: san-serif;\">a.
